Since 2008, Oded is serving his second term as the mayor of the Efrat municipal council. From 2014, Oded has served as Chairman of the Board of Directors of the Center for Local Governments ‘Economic Services’s Insurance Agency and a member of the General Assembly of 'Mifal Hapayis' – Israel's national lottery.In 2013, Oded was chosen to be a mentor for newly-elected mayors, in a special program initiated by a branch of the Ministry of the Interior (MAFAM) that is run in cooperation with the Center for Local Government and the Hebrew University’s School for Public Policy and Government. Presently, he is a mentor for two mayors and concurrently serves as a mentor in a training program for CEO's of local municipalities.Prior to that, from 2000 to 2008, Oded worked as an attorney, specializing in civil and commercial law in the law office of the Jewish Agency and previously as a Hebrew teacher in London during his undergraduate studies.

Oded holds a master's degree in public policy from the Hebrew University and a bachelor's degree in law from the University of East London. He has been a member of the Israeli Bar Association since 1996.
